Biography
- Spent more than two decades as a Senior Operations Researcher at RAND, where he led research sponsored by the Department of Defense, the Department of Homeland Security, state and local governments, and the U.S. Commission on Combating Synthetic Opioid Trafficking
- Held the title of Professor of Policy Analysis at the RAND School of Public Policy, earned through mentoring students on applied policy research projects
- Between 2015 and 2025, he held an adjunct faculty appointment at Carnegie Mellon University, where he taught courses in decision making under uncertainty, risk modeling and optimization, and management science
- Has also taught courses in operations research, engineering, and mathematics at Yonsei University (Seoul, Korea), the University of California–Los Angeles, and the University of Wisconsin–Madison
